Forty five Ukrainian objects and assets in Kherson region were seized and illegally transferred to Russian companies and legal entities, illegally registered on temporary occupied territories of Ukraine. It is confirmed by documents of Russian occupation administration in Kherson region, hacked and delivered to the Center of Journalist Investigations by Ukrainian community KibOrg.
Documents have been issued before autumn 2023. But they still preserve their importance. First, they provide evidence of Russian war crimes (illegal expropriation of Ukrainian civic assets in temporary occupied Kherson region). Second, these war crimes are being committed right now. No assets, mentioned in documents, were returned to their legitimate owners. More to that, they have been illegally used by Russian companies or organizations, appointed by Russian «governor» Volodymyr Saldo and Russian occupation authorities.
The Center of Journalist Investigations publishes one document, hacked by KibOrg. It is the list of Ukrainian stolen assets, compiled by occupation «Ministry of Property and Land Relations». «Acting Minister» Elena Pekova sent this list to «governor» Saldo on October 24, 2023, upon request of the Main Revision Department of the Administration of the President of Russia.

Russian occupants transferred property complex of Ukrainian mobile operator «Vodafone» (JSC «VF Ukraina») in Kherson region to LLC «K-Telekom» in June 2022. Russian «K-Telekom» was created as mobile operator to serve customers in Crimea after its illegal annexation in 2014. Russian State Commission on Radio Frequencies illegally allocated frequencies to this company in occupied Crimea. Before Russian occupation, they have been used by Ukrainian mobile operator «MTS-Ukraina».
In November 2022, Russian occupants transferred property complex of Ukrainian mobile operator «Lifecell» (LLC «Lifecell») to so-called state company of «Donetsk People’s Republic» – «Republican operator of communications». It is known under brand «Fenix». Russians transferred stolen assets of Ukrainian mobile operators «Kyivstar» and «Lifecell» in Donetsk region to «Fenix».
Ukrainian pharmacy network of LLC «Avis-Farm» was transferred to Russian LLC «Renaissance Farma», registered in October 2021 in Mytyschi in Moscow region. According to the Russian State Register of Legal Entities, its director and founder is Nelubov Igor Yurjevich. In accordance with Russian social media, network «Renaissance Farma» had seven pharmacies in Genichesk in December 2022, Rykove, Hola Prystan and Skadovsk.
Russians also transferred premises of Kherson LLC «VKF «Medpreparaty» to LLC «Renaissance Farma».
In September 2022, Russian occupants transferred municipal pharmacies of Kherson and Kherson region to Russian LLC «Viliam Pai». This company was registered in July 2023, with legal address in occupied Hola Prystan. Its director is Kovalyova Tetyana Mykhailivna. It is the full name of wife of Oleksii Kovalyov, traitor and former member of Ukrainian Parliament from presidential party «Servant of People». He voluntary took the position of «Vice Prime Minister on Agricultural Policy» of Russian occupation administration in Kherson region and was killed in August 2022. Kovalyova is also director of another pharmacy – «Dokfarm-med» in occupied Simferopol. Russian citizen Daria Borodina is co-founder of both Kovalyova’s companies.
In November 2023, Tetyana Kovalyova asked Russian «governor» Volodymyr Saldo to transfer 22 pharmacies in occupied Kherson region to LLC «Viliam Pai». She referred to «numerous requests of citizens and heads of local administrations». These pharmacies included six pharmacies in Novotroitska community, two – in Kalanchak community, eight – in Genichesk, one – in Askania-Nova, Velykokopanivska and Bekhterska communities and three – in Skadovsk community.

Another illegal expropriation of assets is also related to the family of Kovalyov. Assets of Ukrainian JSC «Ukrnafta» in Chulakivka village in Skadovsk raion (Zhovtneva street, 21) were transferred to LLC «E-Neft». It is the Russian clone of Ukrainian LLC «E-Neft». The director of Russian clone is Kovalyov Ivan Kyrylovych (born on October 1, 1953). It is founded by Trukhan Volodymyr Yuriyovych.
71 years old Ivan Kovalyov, father of Oleksii Kovalyov, is director and owner of Russian companies «Neont LTD», «LK-Agro», «Grin-Grup», «DSD-Trade», illegally registered in Kherson region. He is also manager and co-owner of private farm «Yuger».
Russian occupation authorities transferred buildings and premises of Kherson LLC «Systema aptek «Krok» to LLC «Urm-Farm». It was registered in 2020 in occupied Donetsk. It is managed by Maluk Ksenia Valeriivna and founded by Mamaeva Lilia Leonidivna, wife of Sergii Mamaev, an assistant of Crimean collaborator Borys Faingold, an influential advisor of Saldo. We uncovered this clan and its expropriation of Ukrainian elevators, grain and other assets of agricultural enterprises in an investigation «Expropriation Named After Saldo».
Russian occupants transferred assets of Ukrainian company «Inter-Sklad» to LLC «Lider Motors Yug», illegally registered in occupied Melitopol of Zaporizhzhia region. Its General Director is Tymchuk Oleg Mykolayovych and founder – Smaga Mykola Oleksandrovych.
Kherson factory «Danone» (LLC «Danon-Dnipro») was transferred for one year to LLC «Edelveis» on July 21, 2022. We could not find its owners as the hacked document does not indicated identification number whereas there are many legal entities with name «Edelveis». Local residents were outraged when «temporary administration», appointed by occupants on the factory, stole all products and did not give them to hungry local people.
It should be reminded that last year Russian authorities expropriated Russian branch of «Danone» (JSC «Danon-Russia», 17 factories in Russia) and appointed Yakub Zakriev, Vice Prime Minister of Chechnya and nephew of Chechen President Ramzan Kadyrov, as its new director.
Assets of gas stations in Novooleksiivka village of Genichesk raion were transferred by Russian occupants to LLC «Impost» in August 2022. According to Russian occupation social media, LLC «Impost» is headed by Enver Aliev. Invaders thanked Aliev for the delivery of gasoline to Russian troops, stationed on Kinburn Spit, and aid for residents of Kursk region in the Russian Federation.

LLC «Stroitsenter» from occupied Luhansk has used Kherson assets of Ukrainian LLC «Epicenter K» and LLC «Nova linia 1» before the liberation of Kherson. Now this Luhansk company uses seized supermarkets «Epicenter» in occupied Luhansk and Melitopol. It is managed by Yakubovsky Oleksandr Leonidovych. He is business partner of Kostyantyn Korolevsky, brother of Natalia Korolevska, former member of the Ukrainian Parliament. Since February 2023, she has been wanted by Ukrainian law enforcement bodies. As the Center of Journalist Investigations uncovered, Yakubovsky is co-founder of Russian company «YBS» registered in Crimea.
Assets of the factory of aerated concrete of LLC «PBG Kovalska» in Nova Kakhovka were transferred to LLC «PromInterKrym» in August 2022. We failed to find detailed data about this company in Russian registers.
Factory of aerated concrete with name «Energy Product» was created in Nova Kakhovka in 2013. It has been the fourth largest manufacturer of aerated concrete in Ukraine. Its capacity reached 530 thousand of cubic meters of concrete per year.
In August 2022, Russian occupants illegally transferred assets of Ukrainian LLC «Kakhovka Protein Agro» to Crimean LLC «Druzhba narodov Krym», registered in Petrivka village. Viktor Golovko is director of this company, with Russian citizen Viktor Oleksandrovych and Yevhenia Nefidova as its founders.
These Russian citizens are director and founder of LLC «Oliva Grup». It received lucrative assets of JSC «Chumak» in Kakhovka from Russian occupants. «Oliva Grup» was first registered in Simferopol and then re-registered in Yasne village of Melitopol raion of Zaporizhzhia region in Octoer 2023. However, Russians failed to re-launch the work of «Chumak».
Russian occupants transferred assets of Kakhovka branch of Ukrainian LLC «AT Cargill» to «Oliva Grup» until August 17, 2025. Assets include oil extraction factory. It has been within largest ten manufacturers of oil in Ukraine, with its capacity exceeding 500 thousand tons of sunflower oil per year.
LLC «AT «Cargill» is the Ukrainian branch of American Corporation Cargill, one of the largest grain traders in Ukraine.

Assets of Ukrainian LLC «IDS-Ukraina» in Hola Prystan in Skadovsk raion were transferred to LLC «Everest» registered in Genichesk. Simferopol resident Voitsekhovych Kostyantyn Gennadiyovych is director and co-founder of «Everest». Russian occupants also transferred grain elevator in Rivne village of Genichesk community to «Everest».
At the beginning of 2023, Russian occupants also asked to transfer ten «abandoned» private farms to LLC «Everest». Half of them were owned by Iryna Barakh, wife of Anatolii Matios, former Chief Military Prosecutor of Ukraine.
Russian occupants transferred to illegally created company «Kherson Sea Trade Port» a number of Ukrainian assets: Kardashynsky sand quarry in Skadovsk raion, JSC «Khersonsky kombinat khleboproduktiv» [Kherson bread factory], assets of Kherson ship building factory, property complex of LLC «Alkon Agro» in Hola Prystan, JSC «Dniprovsky terminal», stolen ships, piers of port operators LLC «Agro-Transit-Servis», assets of LLC «Elita Dnipra» and LLC «Tukurui» in Kherson.
Collaborator Andrii Kharytonov has managed «Kherson Sea Trade Port» since the beginning of Russian occupation of Kherson region. In August 2024, he was replaced by Stanotin Vyacheslav Anatoliyovych, Russian citizen from Samara region in Russia.
Assets of LLC «Kherson-Kholod» were transferred to entrepreneur Fedin Yuri Sergiyovych. Russian register contains information about such an entrepreneur. He is registered in Bakhchysarai in Crimea.
Assets of Ukrainian LLC «Tekhnotorg» in Kherson were transferred to illegally created company with the same name – LLC «Tekhnotorg».
Assets of Ukrainian LLC «KSM «Siol» in Kherson (wholesale trade of spare parts for cars) were transferred to LLC «Private investment company». We did not find information about this in Russian registers. There were two Russian legal entities with this name but they were liquidated in 2019.
Russian occupants transferred assets located in Nova Kakhovka, Industrialna street, 37 (it seems there is no such an address) to LLC «Starbudproekt», registered in occupied Starobilsk in Luhansk region.

Russian occupants transferred private farm «Adelaida», located in Chulakivka village in Skadovsk raion, to LLC «Servis Myaso», controlled by family of traitors Buluk. Kugut Maksym Vasylyovych, assistant of Buluks, is the director and founder of this company. Together with 29 years old Viktor Buluk, son of Vitalii Buluk, Kugit co-founded non-profit «Development of Skadovsk region», registered in Skadovsk in 2017.
Buluk control other expropriated companies. Russian occupants transferred assets of LLC «Rice of Ukraine» in Kalanchak village of Skadovsk raion to LLC «Tavria pigs» controlled by Buluks. Assets of Ukrainian LLC «Optimusagro Trade» and LLC «Novooleksiivsky elevator» were transferred to LLC «B-Agro», founded by Viktor Buluk.
Resort complex «MiLiSa» in Genicheska Girka of Genichesk raion was transferred to road police of occupation ministry of internal affairs of Kherson region «for free use».

As the Center of Journalist Investigations wrote, Russians transferred assets of Ukrainian LLC «Troika» and «Kakhovska brovarnya» to LLC «Khersonskie napitki # 1», registered in Feodosia in Crimea. It has been the third attempt to change managers of seized companies. Expropriated LLC «Troika» keeps working and manufacturing mineral water under «Kakhovka» brand, stolen by occupants. Bottle of «Kakhovka» stood on the table near head of Russia Vladimir Putin during his illegal visit to Kherson in April 2023 (he met with commanders of Russian troops «Dnepr» in Arabat Spit).
Immovable property in Skadovsk (Sergiivska street, 10) was transferred to Russian LLC «TSmrbANK». This banking holding has worked in occupied Crimea and Abkhazia.
Russian occupants transferred resorts «Yalynka» (Naberezhna street, 54) and Illi Kulyka (Naberezhna street, 57) in Genicheska Girka Russian occupation commandant’s office.
In March 2024, traitor Seitumer Nimetullaev illegally registered resort named after Illya Kulyk for his name.

In July 2023, Russian occupants transferred immovable assets in Genichesk (Monastyrska street, 45) and Novotroitske village (Suvorova street, 11) to illegal «Main Bureau of Medical and Social Expertise in Kherson oblast».
Assets of Genichesk milk factory were transferred to LLC «Narodny ambar», registered in Kerch in Crimea (its director and founder – Yakubo Oleksii Dmytrovych).
Five premises in Genicheska Girka (Naberezhna street, 33-a) were transferred to illegal «ministry of internal affairs of Kherson region».
Movable assets in Genicheska Girka (Naberezhna street, 42) were transferred to seized company «Askaniiskoe», located in Tavrychanka village of Kakhovka raion. Resort «Prybii» has the same address in Girka.
Stolen assets did not help company «Askaniiskoe». It is reported that company actively kills and sells cows and sheep, cuts personnel and their salaries. The destruction of the company is confirmed by Russian occupation social media and legitimate management of the company.
Russian occupants transferred «buildings on the Left Bank» with undisclosed address to illegally created Employment Service. It seems that it is about buildings of the Ukrainian State Employment Service on temporary occupied part of Kherson region.
On July 6, 2024, Russian occupants transferred buildings in Genichesk (Naberezhna street, 2) and assets of JSC «Zavod krupnykh elektrychnykh mashyn» in Nova Kakhovka to illegally created company «Pallada». At the end of August 2024, occupants announced that they were going to re-launch the work of this enterprise and «renew the legacy of Soviet Union».
«Pallada» has been headed by collaborator Gennadii Kompaniets. In July 2024, Kherson City Court sentenced him in absentia to 12 years of imprisonment for collaborative activity.
